The first and foremost step to setting up a business in Dubai Mainland is to identify the business and choose a right category for it. You can take inspiration from multiple category businesses that are thriving in Dubai right now. Department of Economic Development (DED) is the one which regulates the function of a particular company in Dubai.
It is important to choose a business with unique name. Make sure that the name selected for the business is not being used anywhere in Dubai at least. Once the business name is finalized and approved, you can ask for DED approval.
After DED approval is in place, it is time to apply for Mainland license. It is important to note that such licensing is provided by DED. You need to check with a business consultant of what activities are allowed as part of the license. DED is responsible for licensing and regulating all economic activities.
